13.

CANTON. The situation at Canton has been fully

reported in the several letters from the Saniër Naval Officer, West

diver, conditions have not ohangad materially from those reported in my last letter of proceedings.

The Shameen is entirely isolated and boycotted and no

communication with Canton is held at all. Their om Post Office

has now been established, all food supplies are sent from Hongkong,

and the Concession has been turned into a miniatura fortress.

All business is at a standstill.

How long the present impasse will continus, it is

difficult to forecast, but there are signs of discussion in the new

Government already, and provided the extrama Kuoningtang party can be held in restraint until a more moderate party can asuums power,

it is probable that an understanding may then be come to, and a more normal state of affairs ensue. This can scarcely be said to be in sight yet. In certain quarters a more moderate feeling is growing,

but on the other band it is reported that moderate programme is being

delayed on account of the greatly increased strength of the Labour

Guilds.

Today, Friday, 17th July, a further report has been

received to the effect that the reorganised Government are pressing for a discussion of the five points reported in my telegram Ko. 786 ¦

pointing out that a refusal to discuss may lead to further trouble

and again placing the responsibility for the incident on the Shassen ▲ further charge of suppressing the true facts by means of our cable

control is also added.

15. The strikers are becoming more restless due to the

curtailemt of strike pay and increased food prices, and it is
